WIOA supportive services

Plenty of people drop out of training because of a car repair, a child care gap or a set of work boots. Supportive services exist to stop that from happening.

The short answer

Supportive services are help with costs that would keep you from taking part in WIOA, such as transportation, child care, housing, work clothes and tools, books, and test or certification fees. You must be in WIOA career or training services, need the help to participate, and be unable to get it from another program. Local boards set the limits.

What supportive services can include

Federal rules list these examples for adults and dislocated workers, and say the list is "not limited to" them (20 CFR 680.900):

The youth program has a similar list (20 CFR 681.570).

The rules

Needs-related payments

Needs-related payments are financial help so you can stay in training, and "unlike other supportive services, in order to qualify for needs-related payments a participant must be enrolled in training" (20 CFR 680.930).

Who can get needs-related payments (federal baseline)

GroupBasic conditions
AdultsUnemployed, not qualified for (or no longer getting) unemployment compensation, and enrolled in WIOA training (680.940)
Dislocated workersUnemployed and done with unemployment or trade readjustment benefits, and enrolled in training within set deadlines after the layoff; or unemployed, never qualified for those benefits, and enrolled in training (680.950)

Payments can start if you have been accepted into a program that begins within 30 calendar days (20 CFR 680.960). Not every area offers needs-related payments, and amounts are set locally.
